Based on the government of America? Not so. The movie is based on a comic book that was written in the 80s by a Brit, Alan Moore, who was then concerned that the conservative government, led at the time by Margeret Thratcher, would evolve into something resembling the totalitarian regime he depited in V for Vendetta.
However, I think the original concept was intended to be set in 1930s America, but that would still be far different to making a remark about America's current administration.
Yeah, ed is right. It's actually really, really close to the original comic book. I think the confusion stems from the fact that when a political statement is made in a movie, people tend to assume it's about the current government where they are. Although I will say that the political statement was somewhat appropriate in this instance. Probably why the movie was made when it was.
